Can we further reduce the minimum time for termini unbunching?

The current minimum (due to overcrowding) is at 2x standard dwell time (at 2*12 = 24 "ticks").

This is technically possible, but we should be asking ourselves whether we should. If such distance is too low, then it may make the redeploy-midway feature less useful as it should be, because then theoretically, there is no gap in between buses that are coming from the same terminus.
