V16: cài viin_resource_calendar_rate
v17: module viin_resource_calendar_rate bị khai báo merge vào viin_hr_work_entry nên lúc chạy migrate hệ thống sẽ load hr -> viin_hr và lỗi ở đây vì bị chạy migration 14.0.0.1.

Vấn đề là lẽ ra nó ko nên chạy migration 14.0.0.1 vậy lỗi có thể nằm ở framwork patch
