'utf-8' codec can't decode byte 0xa0 in position 260: invalid start byte

using http://127.0.0.1:5000/update_wehi

Can we get:

http://127.0.0.1:5000/download_empty_emails to download as a xlsx file and
http://127.0.0.1:5000/update_wehi to handle the upload from a Sharepoint Excel Online csv or xlsx
