iceprod server job submit trace

pass submit span context to client, so it can add a link
attributes to add:
- condor job id
- pyglidein id
- glidein site
- iceprod dataset/job/task
can also add links for:
- iceprod task
- pyglidein logs?

iceprod server job cleanup

link to pyglidein logs?
good messaging for job failures
