Add pagination to the punishment GUI #9

Issue:

The punishment GUI is limited to a single "page" menu where only four rows are populated with available punishments. See image below:

Background / pre-existing solutions:

No previous information regarding this issue exists, as the punishment system within TGM did not use GUIs / was strictly command based.

Available punishments in the punishment GUI are maintained through the backend (API) by editing the punishment_types.yml file.

Desired solutions:

Allow the user (staff member) to navigate through several pages of punishments by adding a "Next page" button or icon.
