Capture wcp->wct porting workflow.

The process of porting from WCP to WCT is naturally a bit chaotic and always in flux. Nevertheless we wish to capture its workflow in WCT in a way that is repeatable and may be shared by many developers.

@HaiwangYu uses this repo to store his working files:

In the apply-pointcloud branch a portion of that has been captured in:

and similarly named *.bats and *.jsonnet files.

To better capture the workflow these tasks are needed:

• Reconcile the WCT versions with latest from Haiwang
• Extend and factor to cover the new clus package separate from img. This may require a similar factoring of test/ files.
• Fix issue www.phy.bnl.gov's SSL certificate breaks the "test data repo" feature #338.
• Write a "wcwc howto" showing how anyone can exercise these tests.

As porting continue, I expect this issue may be reopened and the above list may be modified.
