define content of readme:
- shields (done)
- IG title, description...?
- URLs - CI Build - GH + HL7?
Possibly update the template to generate a fragment of the readme.

We can start with the title and description of the IG. This leverages the functionality to be added to the IG publisher. https://chat.fhir.org/#narrow/stream/196008-ig-publishing-requirements/topic/IG.20metadata

The default readme file will contain the badges, and then

IG title
IG description
github build link
fhir build link
(canonical link?)
issues link?
