toasty pipeline HST text handling

Using the toasty pipeline with the esahubble.org data repository, leads to a b' in the metadate.json after a toasty pipeline fetch in most of the fields including the rather important name, description, and credits. @pkgw suggests this is a Windows specific text handling from python.

I looked into this, and it looks like it is actually a bug in the esahubble.org server! If I visit their API directly, I get the b'' delimiters:

We should report the issue to them. In the meantime, I could consider adding a workaround to Toasty that would compensate for the bug. It would be a bit of a hack, but I could do it in a way that I think would work reliably. If the site can fix the problem soon, I'd rather not, but it's possible that it will take them a long time to address it, in which case it would probably be worthwhile to add a workaround.
