How to change Alt + Ctrl + Del to Ctrl + Alt + Del

I know this is not high priority, but when I'm connected to a desktop the first option in the drop-down list is "Alt + Ctrl + Del" and not the more familiar "Ctrl + Alt + Del". I searched through the code trying to figure out if this is coming from a resource file somewhere but no luck. Can someone enlighten me as to where I can change this?
