Extract ASN.1 encoding and decoding into a separate module.
This will be only the encoder/decoder without PKI classes.
External dependencies need to be eliminated and a BigInt shim needs to be put in place, so it interops with any BigInt implementation
The dodgy serialization debug output also needs to go away.
This can then be used to provide a proper ASN.1 serialization format
