The log says something like the below. (transcribed by hand).

I can connect to the retrace website from the browser no problem.

---Running report_Report------
Failed to upload uReport to the server 'https://retrace.fedoraproject.org/faf' with curl: Failed to connect to retrace.fedoraproject.org port 443: Connection timed out
Error: curl_easy_perform: Couldn't connect to server
('report_uReport' exited with 1)

Can you be more specific as to how you set up the proxy on your system?

Edit: also, no transcriptions. Copy and paste everything exactly as it is in a C or en_US locale.

thanks for getting back to me.

It is a regular squid caching proxy (no username or password or other weird authentication).

I have configured the proxy settings in Settings -> Network -> Network Proxy

Possibly this part of ABRT is doing kind of sudo operation?

Which I know has issues on Fedora (I must have reported about 10 issues on different Linux software components when it comes to proxies)

It is GNOME, Fedora 31
