Remove examiners dropdown nd replace with lab tech

CBIG team is requesting that the "done by" dropdown and other references to examiners be removed and replaced by a list of lab techs. The examiner list was okai for initial days but its strating to turn into a monster now.

one possible option would be to add a flag on users for the ones that are lab technicians and query that list or just build a whole new list. I prefer the former since it would allow us to build that list based on sites/projects.

Hello Rida (or Kevin),

another step of the LORIS clean-up, this is just concerning the "done by" dropdown menu for sample preparation.

Here is the list of people that have left C-BIG/ETP or The Neuro and a second list of people that show up in the menu but don't process samples as far as we know.
