Users of old ORCA versions facing errors

Lately with changes to the project templates coupled to ORCA, such as the removal of BLT, many users running old ORCA versions are facing errors.

We should limit dependency (especially, project template) versions consumed by ORCA to prevent these kinds of problems, i.e. lock ORCA's fixture creator to a major version of the project templates, and/or warn users when they are using an outdated ORCA version.
