[DOCS]: documentation for project tracking/mgmt feature

Description

I've talked to several users and and it feels like not all of us have the same understanding of what the project management feature does and how it is to be applied.

Steps to Reproduce

1. have a PM activate the feature on a project
2. see this
3. be unsure what to put in and if it matters

Expected Behavior

We should all have the same understanding of what is.

I think some documentation could help make the feature more accessible. Right now the easy way to test it is to just enable it, maybe docs can help those doing so enable it in a way that improves the feature's acceptance

Me too, but idk about @adfinis/dev-timed and @kaldras
