Soil/weather functions with multiple domes not handled #4

When multiple domes are used to change soil or weather data, only the first dome (for FILL) or the last dome (for REPLACE) is applied. Need to replicate soils and weather to apply multiple domes.

Conversation with Jim - DO NOT replicate weather files. Soil files need to be replicated, but not weather.
