Optimal Stopping Point Talk at DevConf US 2022

@hemajv and @aakankshaduggal are presenting "When to Stop: Optimize Test Runtimes using AI4CI" at DevConf US 2022 on August 19th 2022. Here's a list of to-dos that we plan on doing:

• Create a slide deck for the talk and add it to this repository
• Test and Polish the jupyter notebooks for the Optimal Stopping point model #580
• Create a new Superset Dashboard with KPIs and metrics specific to the use-case OSP and some relevant metrics like number of tests, time-to-test, mean time to failure, etc. #581
• QR codes for URLs for the operate first website and AI4CI repository
