Remove unnecessary components of the template

This template was originally based of the upstream ds cookie cutter repo. Overtime it has evolved to meet our teams needs, however, there is still some leftover structure that should be removed.

Acceptance Criteria:

• Clean up template by removing many of the unused directories and files.
