Download CRU_TS data from CEDA #178

The CRU_TS website requests that users download data from The CEDA Archive, a larger data repository that now stays up-to-date with CRU data releases. Scripted downloads are possible using a service called OPeNDAP. We should update our cru_ts code to use this service. An added benefit of doing so would be the potential to detect and download newer versions of the data in an automated way.
