NGLWidget._sync_with_layout() does not handle window resizing or zoom

Note that this is a bug with the widget library itself, as noted by them above the call to _sync_with_layout():

# Updating only self.layout.{width, height} don't handle
# resizing NGL widget properly.
self._sync_with_layout()

This is not ideal. Though the plan is to switch to WEAS in the near future, perhaps we could hack this issue in the short term to provide a better user experience.
