bugs with webhook type update

If you create a tracker and configure a webhook, it will work correctly. If you later edit the tracker type to another, the webhook will not be overwritten, but a duplicate with an identical uuid will be added to the database and 2 webhooks will arrive; if you change the tracker again, 3 webhooks will arrive, and so on. I'm attaching a screenshot of the bug.

When you delete a tracker, all copies from the database are deleted.
