Add Relative Time To Table View in Metrics Panel

🚀 Feature

The table view on the metrics page should support seeing relative time.

Motivation

The chart can be aligned by step and it's useful to see the the relative time in table below.

Pitch

When mousing over the chart the relative time like value and step should stay in sync with where you are pointing at in the chart.

Alternatives

You can change the x-axis alignment from step to relative time. It's a bit cumbersome to keep going back and forth between different x axis.
