The Issue

How This PR Solves The Issue

Adds the ability to use already downloaded docsets in offline mode.

The code does not make any breaking changes, new docsets will always be downloaded when there is an Internet connection.

Manual Testing Instructions

  1. Enable Docs plugin
  2. Download any docset
  3. Go offline and restart Albert
  4. Try to use docs <something>
