• Specific technical questions where there is likely a clear answer -> StackOverflow or any of the other StackExchange sites

• Any random short question -> Quora

• Question with more open follow-up discussion

  • Maybe discussion-oriented subreddits?
  • Any old-school forums, but I don't really know any active ones?
  • Some GitHub projects have enabled the discussion forum, e.g. JAX
  • Some projects have an own discussion forum, e.g. PyTorch
