Do you mean the Create: New File command, which by default only displays Text File: Built In? If that's the case, this is not a bug, but a missing feature, since this command must be provided by the extension.
What content do you think this new file should provide? An empty .pas file, another selection to choose between an empty Class or Interface? Anything other than an empty file, I wonder if it shouldn't be a setting to define the Pascal flavor, since Pascal, ObjectPascal, Delphi, FreePascal and Oxygene has its peculiarities, like the Uses clause.
