Don't message/mention me user feedback

Description

As a user, I want to understand that I can't message or mention someone because of their settings, not because something is broken or I am doing something wrong.

Acceptance criteria

• When a user can't be mentioned, do show in dropdown but:
  • disabled
  • with a no_mention me icon:
  • with tooltip: This user does not allow tagging or mentioning in comments
• When a user can't be messaged, do show envelope icon on profile page, but
  • disabled
  • with tooltip: This user has disabled receiving messages
  • If easy, when disabled, don't show the envelope on the user card at all, only on the profile
