Description

As a developer I want the code to use one pattern

Acceptance criteria

  • Fields that are stored currently as text + JSON stringified / parsed should be stored directly as json
  • For the following entities: contributorRole policy, innovation flow states, form questions

Additional Context

There have been a few PRs merged, and migration generation is failing for me due to circular dependencies in the server
