Describe the bug
An Org Admin / Host can not create VC even if there are entitlements / privileges.

To Reproduce

  1. Create an Org
  2. Make a normal user host / admin
  3. Assign that org account plus plan
  4. Go to the org profile --> account and start the VC creation flow
  5. Try to add a document
  6. You can not see the attach icon

Expected behavior
Documents can be attached
