Describe the bug
When no tests specified with pytestrail.case markers plugin creates empty testrun

To Reproduce
Steps to reproduce the behavior:

Run tests without pytestrail.case markers
Check testrail

Expected behavior
No testrun created when there are no cases to report

Actual behavior
Created empty testrun
