Description

We currently have a sidebar panel to send breaking news for the Block Editor, but there is no option for the Classic Editor.

Add a metabox that allows users to specify a few optional settings and choose to send an email on post publish
This should be much simpler than the Block Editor, since we won't be able to use React and interface with the post editing as easily.

Use Case

user can specify sending a breaking news alert when a post is published
