With latest AMBuild I've heard it should be able to detect MSVC in the normal command prompt, rather than needing to use the VS command prompt.
However, this doesn't seem to work for me:
On VS command prompt seems to work as expected:

It sounds like it's failing to compile for some reason. You can debug why with this:
cd .ambuild2 C:\Program Files (x86)\Microsoft Visual Studio\2019\Community\VC\Auxiliary\Build\vcvars32.bat cl test.c /o test-c.exe /nologo /showIncludes
