Suggest the Blue Badge qualifier comes later in the service, as until payment the journeys are identical. Either that or a) an extra CTA button under Apply for a resident's parking permit, Apply for a resident's parking permit as a Blue Badge holder or b) a check box [ ] I am a Blue Badge holder above the Apply for a resident's parking permit button. @sanjaypoyzer can advise.
