Bootstrap is currently at 4.0.0 beta 3. This is the last beta and they're committed to not making anymore breaking changes before release.

There are several differences between Bootstrap 3 and 4. Does jasper intend to stay on track with Bootstrap versions?

Jasper still needs some updates, but Bootstrap 4 has long been released.
