Allow for creating custom map backgrounds where a custom map background:

Has a background color
Has one or more map layers displaying on top of each other
Each layer has:
- opacity, defining how strongly it will mask layers below
- a source for displaying the map data

This feature might be built into several phases:

Phase 1: a layer source can only be defined from the already available built-in map layers
Phase 2: a layer source can also be defined from a custom URL scheme
Phase 3: a layer can also be defined from an image file: Import images as custom map background #31
