That is the old support site though it still works.
Thanks for trying to translate it to German. The current translation is
really old so it would help.

… I'd be willing to start translate the new manual into german. I found this
repo <https://github.com/ankitects/translating> which referenced this
anki site <https://translating.ankiweb.net/>.
There it asks me to write on the support site
<https://anki.tenderapp.com/discussions/private>. Is this support site
still correct or should it point to forum.ankiweb.net instead?

I think you're fine just doing the translations and sending in a PR to link it. |

Updates have been somewhat frequent only recently and with no particular schedule so you can expect changes anytime but not to the extent of being overwhelming. The real answer to when updates happen is "whenever dae gets time to review", I guess. |

The manual's translated versions we currently list are not all actively maintained. Many are incomplete, outdated or is accessible only from web archive's extremely slow website.
Following the discussion here, some of the translations can be redone using AI (and preferably served using GitHub pages/mdBook). For consistency in terminology, I have suggested using a glossary in the prompt.
