Is your feature request related to a problem or challenge?

PR ##12920 introduces FFI rust-to-rust bindings. To follow on this work, we should improve the documentation of this feature and how to use it.

Describe the solution you'd like

At a minimum address these concerns:

Also we should add in a full example of how someone could build a runtime library loading of external table providers.
