TeX system QA issue: pdfpages wrapper detection

Ginsparg: the number of tex wrapped pdf submissions over the past half year has
jumped significantly (now to over 200 / month, i.e., ~10/day, see
graph, mainly from cs submitters), so i implemented the usual post-hoc
screen (apparently they're not detected by autotex, though that would
be much simpler than what i did ... ditto for missing refs).

@DavidLFielding : I've collected several pdfpages pdfs that I'm planning to use to implement a check. The problem is the NG work in front of that. At current development rate this would occur after base submission system is ready.

I'd have to go back and look at my old notes...is Paul the one that has been flagging these for a long time? or have Admins also been detecting them?

Could someone ask Paul for his pdfpages script and refs scripts? These might be useful as a guide. I have a good feel for the 

pdfpages checker but haven't thought much about the refs check. What he has already done might speed things up on our end.

The powers that be need to determine the priority of this issue. If this is deemed high priority we could put something together for Legacy system. Otherwise we could shoot for new submission system shutting these cheaters down.
