Would be great to be able to just download the app without requiring to install XCode and building app...

, I'm attaching a compiled binary of the transliterating keyboard. Here are
the instructions:

  1. Open a Finder window and type Command-Shift-G. This will open a "go to
    folder" dialog box.
  2. Enter "/Library/Input Methods". (If it says that the folder can't be
    found, go to "
    /Library" instead and create an "Input Methods" folder
    there.)
  3. Unzip the file I attached in this e-mail. Put the "Cyrillic
    Transliterator Input Method.app" file inside the Input Methods folder.
  4. Right-click on the .app file, click Open, and then click the Open button
    in the dialog box that pops up.
  5. Log out and log back in.
  6. Go to your keyboard preferences. Under "Russian", there should now be a
    new keyboard called "Cyrillic Transliterator".

Sorry that it's a bit complicated right now. When I have time, I hope to
create an installer that will make this process easier.

Unfortunately I can't find the file: Cyrillic
Transliterator Input Method.app inside the attachment :o
