Should this be moved to Arches core? Since likely the Language Switcher, Notifications Panel, Help Panel, and User Interactions component will live in core? Then just have a componentized area that accepts configs for |

This component should exist outside the Vue router, but leverage the vue-router for navigation.
For this iteration, it should only have basic styling and display the current page nameThe mockup for this has been changed in the latest iteration: it no longer requires the page name to be displayed. Instead it should have links to the search page and advanced search page.
Styling is not important until we land on a Vue styling pattern.
The logged-in user, language, notifications, and help interactions can be delayed for further iterations
