This component should not worry about style yet. It should be entirely ( or nearly-entirely ) config driven so the component can be used elsewhere with minimal reconfiguration, eg the concepts page. The Manage button should be non-functional this iteration.

The component should look similar to:

While we have an example of an empty state, we do not have an example of a filled state. For the filled state it should be based off of how it looks in the legacy report. It will also need to support a loading state.

This component should be able to fetch its own data to populate itself.
