Add link to get the list of applications of a cluster/project

Summary

When we are browsing the AppProject or Clusters and want to find the list of Applications using it, we have to manually go back to the applciation page and edit the filters. It should be possible to easily navigate to the list of Applications of project X from the project X page.

Proposal

Two possible options:

1. Have a new panel and embed the Applications list view in a new Tab panel
   • In https://cd.apps.argoproj.io/settings/projects/default, have a new "Applications" tab between Sync Windows and Events.
2. In the General section of the Summary tab, add an Applications items with a clickable value that will redirect to https://cd.apps.argoproj.io/applications?proj=default. The value could either be static "Browse Applications", or the count of Applications in the project.

For Clusters, the same can be done in https://cd.apps.argoproj.io/settings/clusters/https%3A%2F%2Fkubernetes.default.svc
