Chart argo-workflows: Disable ClusterRoles without disabling workflowNamespaces feature

The parameters "singleNamespace" and "workflowNamespaces" should be usable simultaneously to enable the functionality described in this documentation: Managed Namespace.

we want the Workflow Controller and Argo Server to run within a single namespace while also enabling workflows to execute in separate namespaces without requiring ClusterRoles permissions.

Describe the solution you'd like

We need to add another parameter instead of using "singleNamespace" to install Roles instead of ClusterRole

The chart would then install Roles in namespaces mentionned in "workflowNamespaces" and we would still be able to keep the --namespaced parameter
