Is it possible to scale down the stable rollout before beginning to scale up the canary?

We are converting a daemonset in to a rollout in a bare metal environment. This workload runs one pod per host and we don't want to run an extra bare metal server just so that we can scale up the canary before scaling down stable.

Is it possible to scale down stable before scaling up the canary?
