Setup website to be able to view different versions of documentation #1

Similar to things like https://readthedocs.org, it would be good to have documentation be generated for different versions and for them to be able to be viewable so that we might have in the future:

  • 9.x
  • 10.x (by default)
  • Latest (Unreleased)

where we can configure the current release (e.g. 10.x in the above) and then a user can switch to different versions easily using a version picker.
