In #262, @GMartinez-Sisti reported an issue with caching option when using with branches.

ensure we have the latest from ref: when using HELM_GIT_REPO_CACHE the branch wouldn't be updated, probably the initial intention was to only use tags

I could not review the code properly at this time.
Keeping this here for a latter day.
