Add storage units to the re-dispatch market

Storage units have to be added to the re-dispatch model as pure fixed generators/loads, as for now we don't have a pricing mechanism for them. Optionally, we might allow their curtailment is required. This requires:

• Add storage units in redispatch market mechanism
• Add storage units to the grid data
• Add a re-dispatch storage bidding strategy
