sdx-controller should activate L2VPNs when link UP #351

Suppose that a link goes down and there is no other possible path for a L2VPN. In that case, the L2VPN will be deactivated. Once a Link UP event comes up and make it possible to reactivate that L2VPN, it should be activated.
