There's an effort to standardize external references in glTF-External-Reference:

glTF Reference Format (glTFX - formely called "glTF Experience Format (glXF)") is the specification for a new file type in the glTF ecosystem for efficient composition of multiple glTF assets.

glTFast could add support for it through adding a dedicated ScriptedImporter and extending its APIs where required (similar to VRM; #740).
