Feature improvement in creating semantic version update PRs

Description

This is a discussion for feature improvement in the workflow for semantic version update PRs.

Currently, the version update PR is created like as this. This PR only contains the changes in its version.

We are going to improve the feature so the PR contains the information that of git diff when creating PRs. Your contribution, feedback, comments, and so on are highly appreciated and welcome!!

@sasakisasaki I think the visualization of git diff can be used the GitHub's function. For example
autowarefoundation/autoware_msgs@1.1.0...1.2.0

@mitsudome-r @xmfcx Let me write what we discussed in the meeting. As the improvement in future (not that of this scope), having following ones would be more useful.

• Have a section which describes a summary of the changes
• Also have a information if it is breaking change or not
