[refactor] Allow wallets to import smaller surface of coreth

Currently the c chain and primary subnet wallets in avalanchego end up importing plugin/evm, which imports a lot of stuff, like the entire eth api.
Probably we can figure out a separation that would allow for the client interfaces and atomic tx types & serialization to be separated, but since this involves the codec it is not super trivial.
