Feature request: Publish Lambda Layer in AWS China regions

Use case

I write Lambda functions in Python using the Powertools and I'd like a consistent deployment both in AWS Global and AWS China.

Solution/User Experience

A solution would be for the Powertools team to publish an official Lambda Layer in AWS China (both Regions).

Hello @maxrabin! Thanks for opening this issue! I'm adding this to our backlog and we'll start some internal analysis on how to deploy to this partition. As soon as I have any news I'll get back here. We'll try to prioritize this issue if possible.
